1. In a large bowl, mix together the flour, salt
and baking powder.
2. Add the suet and enough cold water to form a
soft dough.
3. Roll out the dough on to a lightly floured surface
until it is about 1/4 inch and rectangular in shape.
4. Sprinkle the sugar and the raisins on to the
dough and then carefully roll it up into a swiss
roll shape. Dampen the edges with water and press
firmly to seal.
5. Sprinkle it with a little more flour and wrap
it lightly in greaseproof paper.
6. Then roll this up in a lightly floured pudding
cloth and tie the ends together tightly.
7. Place it in a saucepan of boiling water and
boil for 3 hours. Be sure to check the pan regularly
and top up with water to prevent it drying out.
Serve the roly-poly in thick slices, sprinkled
with a little granulated sugar.
